The Lunch Monitor: An Incomplete and Ongoing Guide to Farm to School Policy

There’s a lot going on at the state and national level when it comes to Farm to School policies. So much so that it can be overwhelming and confusing when you’re trying to sort out what’s happening, when it’s happening, and what the impact could be. The Food Connects team wants to invite you along as we follow the latest news and encourage our lawmakers to take action.

We plan to stay up-to-date on important legislation affecting Farm to School programming. We’ll also do the work of figuring out its impact, who’s supporting it, its stage in the legislative process, and why we think it’s important. We’d love to hear from you! Share with us the effect one of these bills would have on you and your community or let us know about something important we may have missed.

Your local legislator would love to hear from you too. We’ll be sure to include contact info with each of our updates. It’s important to remind our representatives that the work they’re doing is important and that their constituents care about these issues.

First up, we’re taking a look at the Universal School Meals Bill that has recently been introduced into the Vermont legislature.  

Universal School Meals Bill (Vermont) | S.223 and H.812

What it does

  1. Requires all public schools in Vermont to serve breakfast and lunch to all students at no cost to the student or their family.

  2. Reallocates school meals as an education expense to be included with the rest of the school budget. Schools would be required to fund the portion of school meals not reimbursed through federal funds or other revenue sources.

  3. Maximizes federal reimbursement for meals at all schools through existing programs.

  4. Defines the time spent by students eating school meals during class as instructional time.

  5. Provides a five-year transition period and funding to help schools make the move to universal meals.

  6. Provides an additional full-time position in the Child Nutrition Programs at the Vermont Agency of Education.

Why we think it’s important

We see the positive impact Universal Meals makes in our region. The Brattleboro Town School and the Windham Central Supervisory Union both offer free meals to their students. Both districts have seen dramatic increases in meal participation after implementation. This means more students have a reliable source of healthy, nutritious food and the Food Service Programs have more money through federal and state reimbursements to further improve the quality of their food. This is a virtuous cycle that we’d be excited to see expanded to all districts throughout the state. 

Who supports it

In the Vermont House of Representatives, there are 27 co-sponsors of the bill, including Representatives Mollie Burke and Emilie Kornheiser from Brattleboro. The Vermont Senate version of the bill has four co-sponsors. Currently, the bill doesn’t have any co-sponsors from southern Vermont. Reach out to your state senator and encourage them to join this bill! 

Current status

Both the House and Senate versions of the bill are currently in committee (sub-groups of the House and Senate that focus on specific areas of governance, like education, health care, and transportation). The Senate Committee on Education and the House Committee on Education are both currently discussing the bill. Most recently, the House Committee on Education met to discuss the bill on February 5th.

Reflection: Summer 2019 Garden Program

Green Street School Garden Coordinator, Tara Gordon, spent her summer working for Food Connects to care for school gardens at 5 area elementary schools in the towns of Brattleboro, Guilford, and Vernon. This summer garden program was made possible in part thanks to a grant from Rise Vermont. Here are a few highlights from Tara’s summer in the gardens:

Teachers from Academy School met with Tara in the spring to orient her to the garden and show her some of the crops they were growing. This included popcorn seedlings donated by Wild Carrot Farm that needed to be hand-pollinated. Throughout the summer, Tara connected with families on the playground while she was working in the garden. School staff helped with watering and harvesting. Funding for school gardens and the supplies needed can be difficult, but Tara reached out to the Brattleboro community and they did not disappoint. She was able to get a bale of straw donated for mulching, needed to combat the weeds and help the garden flourish. Teachers and students are looking forward to harvesting from their beautifully tended garden this fall!

Green Street School had families and neighbors who helped in the garden throughout the summer. The harvest was bountiful over the summer and extra produce was shared with school staff and neighbors. Tara was able to process and save some produce for school year classroom activities as well. Green Street has an ongoing relationship with Yalla Vermont growing and harvesting cilantro, parsley, and calendula for the Yalla kitchen. Because of Tara’s and the Green Street School community’s work this project continued throughout the summer. Tara also tended heirloom peas as part of a project in collaboration with the Brattleboro Words Project. These peas are an early variety which was grown in Brattleboro in the late 1700’s, and seeds from this year’s harvest will be available next year through a seed saving project in collaboration with Brooks Memorial Library!

Guilford Central School has well-established gardens and a great core group of active families who came to the garden throughout the summer to garden and harvest with Tara. Surplus produce from the school garden was brought to the Guilford General Store a couple of times and the school garden was highlighted on the General Store’s menu! Guilford Central School’s Farm to School Coordinator, Sarah Rosow, was a great partner for Tara, with many garden systems already in place, including a well organized tool shed and a clear plan for summer planting.  In addition to her work in the garden, Tara was also able to process some calendula and basil for Sarah to use this fall with her students.

Oak Grove School invited Tara to work in the garden with some classes in the spring to seed and plant, and learn about weeds. The Brattleboro Town School District summer school was based at Oak Grove this year, which allowed Tara to work with students and teachers regularly in the summer. Neighbors also showed support for the garden—in particular, a nice neighbor just across the street donated a bale of hay for mulch. The bulk of the food grown in Oak Grove’s garden will be harvested by students this fall and each class will cook a dish for the annual harvest dinner in October.

At Vernon Elementary School, the river bed soil is very rich and the plants flourished. The primary goal for the garden in Vernon this year was to provide families a space to grow and harvest over the summer, and crops were planted with summer harvesting in mind. Several families worked with Tara throughout the summer, and extra produce was brought to the Vernon pool to share with the community. Next year, this group hopes to have a Vernon School Garden Booth at their 4th of July town festival.

Community building was an essential of Tara’s work this summer. Tara created Facebook groups for each school garden as a tool to reach parents during the summer, and she made colorful flyers to spread the word about her weekly school garden parties.  She also made connections with Edible Brattleboro, a local college student, and several high school students who used community service hours to help her tend these gardens. Many hands made the work a little lighter!

It was incredibly helpful to the schools to have someone care for their gardens and build community in the gardens over the summer, and Food Connects is pleased that we were able to offer this program for the third year in a row. Many thanks to Tara for her hard work tending gardens and building summer garden communities at each school, and a big thank you to Rise Vermont for helping to fund this important and valuable work!

Deepening our Work in the Brattleboro Schools

Food Connects was recently awarded two grants that will enable us to increase our commitment to building healthy families, thriving farms, and connected communities in Brattleboro.

Building Resiliency in Brattleboro Town Schools with help from the Thompson Trust

With the support of a $20,000 2-year grant from the Thompson Trust, Food Connects is excited to deepen our work in the Brattleboro Town Schools, strengthening nutrition and Farm to School programming as part of an effort to develop a Trauma-Informed approach to education in the Brattleboro Town Schools.

Trauma-Informed education provides support for students with high Adverse Childhood Experiences (ACE) scores. The ACE study measures 10 types of childhood trauma, including abuse, neglect (including persistent food insecurity), domestic violence, separation or divorce, substance abuse, mental illness, and incarceration. As ACE scores increase, so does the risk of disease, social, and emotional problems. The traumatic stress experienced by children with ACE scores of 4 or more has been linked to risky health behaviors, chronic health conditions, low life potential, and early death. Brattleboro Town Schools are actively engaged in conversations about how to support these students to have better outcomes, and we are proud to partner with them in this important work.

The objectives of this grant are to improve faculty & staff understanding of the connection between nutrition and trauma, to increase schools' capacity for coordinating food and trauma education and activities, and to strengthen local food purchasing and promotion by school cafeterias.

Collaborating with the Vermont Department of Health to Bring Healthier Food to Brattleboro Schools

In partnership with the VT Department of Health, we've been awarded $4,900 in funding to increase food access and improve student nutrition in Brattleboro schools. We will provide additional support to the food service staff at BUHS, BAMS, and the Brattleboro Towns Schools. Key activities will include: 1) purchasing kitchen equipment that will aid in the processing of more whole, fresh ingredients 2) investing in school meal marketing materials to promote school meals to kids and families, and 3) technical assistance provided to food service professionals around menu planning, marketing, and related activities, and technical assistance provided to food service professionals around menu planning, marketing, and related activities.

We’re looking forward to digging deeper into the relationship between trauma and food and exploring how school gardens, community harvest celebrations, and healthier food choices in the cafeteria can nurture the most vulnerable students in our community and help them to grow and flourish!

Universal Meals Making Lunches Accessible

In the Southern Connecticut Valley Region, 1 in 7 children lives in a food insecure household. For these children, in particular, school meals are an important resource during the week. While many qualify for free or reduced meals at school, families don’t always take advantage of this program. Despite the hard work that had been done by schools and the community organizations that support them, schools still face the challenge of overcoming stigma when it comes to reduced-price meals. For this reason, a number of local schools now offer Universal Free School Meals, a federally funded provision that allows schools to offer meals at no cost to families. This program helps schools to maximize funds, reduce paperwork, improve nutrition and ultimately, eliminate stigma. Participating schools in the Connecticut River Valley include Academy School, Oak Grove School, Green Street School, Brattleboro Union High School (BUHS), Brattleboro Area Middle School, NewBrook Elementary School,  Charlestown Primary School, and Winchester Public Schools.

Nationwide, school meal participation hovers between 50 and 60 percent. At schools where meals are offered free to all students, participation generally increases. One such example is Oak Grove School in Brattleboro—73% of students participate in school lunch. According to Hunger Free Vermont,

“Universal Free School Meals is a model that allows all students to eat school meals for free. This allows the school to build the meal program into the overall curriculum, creating a learning lab for healthy eating and a mealtime experience where every kid is equal and enjoys their meals together. Studies show that universal free school meal programs increase participation, leading to better student health and learning AND a strong school meals business. When participation is up, school meal programs have more resources to invest in even higher quality food, including local many local foods. Universal free school meals models are good for students, good for schools, and good for Vermont's local economy.”

Universal School Meals is a smart idea for a number of reasons. First, it allows food service professionals to get back to the most important part of their job—cooking! Universal Meals programming helps get cooks back in the kitchen by significantly reducing the amount of paperwork a school meal program must submit to the federal government each month. Second, Universal Meals reduces stigma by taking away the categories of free, reduced, and full-pay students—reducing student hunger and improving student nutrition. Lastly, a well-run Universal Meals program will eventually result in more stable program finances for that school, which in turn allows food service professionals to source better ingredients, including locally grown and made products. In fact, the Brattleboro Town School District was able to purchase more than $10,000 worth of local food from Food Connects Food Hub last school year. This included products like yogurt, apples, berries, granola, potatoes, and other vegetables.

Universal Meals has been very successful at all of the aforementioned schools. Steve Perrin, principal at Brattleboro Union High School, confirms that Universal Meals had been an improvement to their meal program as well. He says, “In the time we've implemented Universal Meals at BUHS, we've seen a significant increase in the number of meals served, both for breakfast and lunch. The overall response from families has been very supportive and we've had several parents thank us for taking this step. I'm grateful that our school board and central office staff see this as a priority.  It is a simple fact that if we're hungry, we can't learn as well. This program directly benefits our students who have food insecurity.”

Food insecurity impacts students year-round, not just during the school year. All families should know that there are a variety of food and meal resources available when school is not in session, including community meals, food shelves, and fresh food drops.
